New EU regulation PPWR: What will change as of Feb. 11, 2025?

On Feb. 11, 2025, the new European Packaging and Packaging Waste Regulation (PPWR) (EU 2025/40) will come into force. It will replace the Packaging and Packaging Waste Directive (PPWD) (94/62/EC).

Why is the directive (PPWD) being changed to a regulation (PPWR)?

The goal of the directive and regulation remains the same, which is to minimize the environmental impact of packaging. To give more force to this goal, the directive is being replaced by regulation. In the case of a directive, member states may partly determine themselves how the common European goal is achieved. With a regulation, no individual interpretation is possible; the regulation applies in the same way in all member states.

For whom is the PPWR important?

The regulation sets packaging requirements for such things as:

  • the composition
  • packaging design
  • the recyclability
  • and reusability.

The regulation is therefore important for everyone dealing with packaging, from material manufacturers to packaging producers. Other stakeholders in the chain will also be affected by the requirements of the new regulation.
