Amendments to regulation for plastic materials and articles

Whereas usually updates to Regulation (EU) No. 10/2011 - the plastic directive - are limited to additional permitted substances, with the 15th amendment a comprehensive update of this regulation for plastic contact material is imminent. In addition to newly authorized substances, this time there are changes in detection limits, the list of general restrictions has been expanded, the declaration of conformity has been extended and an additional migration test everywhere has been added. A brief explanation.

  • 3 substances were added to Annex I, the list of substances permitted in plastics.
  • Due to improved analytical techniques, the minimum detection limits were reduced to 0.002 mg/kg for primary aromatic amines (PAA) and 1,3 1,3-phenylenediamine.
  • Annex II containing the general restrictions on materials has been expanded from 9 to 18 metals.
  • The mandatory declaration of compliance states that the intermediate stages must communicate which substances are present in the intermediate material and in what concentrations. This applies to substances subject to the restrictions in Annex II or that may be genotoxic.
  • Test OM0 was added specifically for short food contact times at cold or ambient temperatures.

Plastic materials and articles complying with Regulation (EU) No. 10/2011 version before the entry into force of this amendment, which were first placed on the market before March 23, 2021, may be placed on the market until September 23, 2022 and may remain on the market until stocks are exhausted.
